On this day in 1868, Secretary of State William H. Seward issued an official proclamation that certified adoption of the 14th Amendment to the Constitution of the United States. This Constitutional amendment gave the former African-American slaves U.S. citizenship, thereby overturning the Dred Scott decision. It also granted due process under the law.
